Using the View Layer List tab, a user can toggle the various layers to be visible or not. When a layer is checked it is "visible" and will be rendered in the map image. If a layer is not checked it will not be rendered in the map image. The user can toggle the visibility settings at any time, but changes will not take effect until the user clicks the Update Map Layers button.
To toggle a layer to visible:
Check the box next to the layer name.
Select the Update Map Layers button in the Tab Bar.
Visibility is not to be confused with Scale Dependency. Although a layer is checked as visible, it will not be drawn if the scale of the map is not within the layer’s scale dependent range.
