The Zoom Out tool allows the user to decrease the scale of the map -- that is, to get “farther” from the map and view a broader area in less detail.
To zoom out:
Select Zoom Out from the Map Tools drop-down list.
With your mouse either click on the map or click-and-drag to draw a box.
The map will re-center and zoom out where you clicked / dragged a box.
In the example below, a box is used to define the zoom out parameters. Alternatively, when a user simply clicks on the map, it will decrease the scale a predefined amount and re-center on the click location.

The Zoom Out tool, when used with a bounding box, will zoom out to a degree inversely proportional to the diagonal fo the user-defined bounding box. When using a single click the map will zoom out at a pre-defined factor.
